Macs Fan Control for macOS is a software solution to noise problems such as those caused by iMac HDD replacement, or overheating. Macs Fan Control worked for me, it took a little longer to boot up on the Windows side but it still worked. They do offer an.exe version of it on their website and it has all the same controls and sensors as you get in the OSX version. Edit: this was on an older MBP, not sure if this will work on a 2018 MBP.
